Is Niqāb Impermissible If It Draws Attention To The Woman? - Ash-Sheikh Muḥammad al-ʿAnsī

Question:

هل يُعدّ لبس النقاب أو الحجاب في الأماكن التي لم يعتد الناس فيها على رؤيته من لباس الشهرة؟

Is wearing the niqāb or ḥijāb in places where people are unaccustomed to seeing it considered libās ash-shuhrah (garment of notoriety/ostentation)?

فقد لاحظنا بأن ذلك قد يجلب الأنظار ويجعل الناس ينظرون للمرأة التي ترتديه،

We have observed that doing so can attract looks and cause people to stare at the woman wearing it,

فهل يتعارض هذا مع مقصود الحجاب من ستر المرأة وصونها عن لفت الأنظار إليها؟

Does this contradict the primary purpose of the ḥijāb, which is to cover the woman and preserve her from drawing attention to herself?

مع العلم أن هذه شبهة، لكنه لم يتمكن من التوفيق بين الأمرين،

Knowing that this is a misconception, the questioner has been unable to reconcile the two matters,

ولم يعثر على تفسير يطمئن إليه قلبه ويزل عنه الإشكال.

or find an explanation that brings peace to his heart and removes the confusion.

الجواب:

Answer:

ليس هذا من لباس الشهرة،

This is not considered libās ash-shuhrah.

بل هذا هو اللباس الشرعي،

Rather, this is the prescribed Islamic dress (al-libās ash-shar‘ī).

وهو اللباس الذي يكون سبباً في رضا الله سبحانه وتعالى عن المرأة،

It is the dress that serves as a means to attain the pleasure of Allāh, Exalted is He, with the woman—

وأنها امرأة طائعة لله، مستسلمة لأمره، منقادة لحكمه،

demonstrating that she is a woman who is obedient to Allāh, submissive to His command, and compliant with His judgment,

وأنها هي المرأة التي تحب العفة والصيانة والدين.

loving modesty, preservation of virtue, and religion.

وكون بعض الناس ينظرون نظر استغراب

As for the fact that some people look at her out of a sense of strangeness—

دون أن ينظروا إلى شيء من زينتها أو إلى شيء من مفاتنها،

without seeing any of her beauty or charms—

فهذا أمر لا يُتعجب منه،

this is not something to be marveled at,

وليس هذا هو المنهي عنه؛ أن المرأة الآن سببت النظر إليها.

nor is it the prohibited form of drawing attention—that the woman herself has now caused people to look at her.

إنما التي تسبب النظر إليها نظر الفتنة هي المرأة التي تخرج متكشفة،

Rather, the woman who truly causes eyes to turn toward her with fitnah (temptation) is the one who goes out uncovered,

سافرة،

unveiled (sāfirah),

تلبس لباس فتنة،

wearing enticing clothing,

تجلب أنظار الرجال إليها، هذه هي.

that draws the gazes of men toward her—she is the one who does this.

أما المرأة العفيفة الشريفة التي ترتدي النقاب وهكذا مما يغطي الوجه،

As for the chaste, noble woman who wears the niqāb—thereby covering her face—

وهكذا الجلباب الذي يغطي بدنها،

and wears the jilbāb covering her body,

فهذه طائعة لله.

She is being obedient to Allāh.

فلو وُجد أن إنساناً يصلي أمام قوم لم يعرفوا هذه الصلاة،

If a person were to perform ṣalāt in front of a people who know nothing of this prayer,

ولا يعرفون كيفيتها ولا ولا... من الأمور،

nor know its manner or its rulings,

واستغربوا منه وربما آذوه،

and they were to express astonishment at him or even harm him,

فهل معنى هذا أنه ينبغي أن يترك الصلاة حتى لا يتعجب منه الناس ولا يؤذيه الفجّار؟

Would that mean he ought to abandon the ṣalāt so that people do not marvel at him or so that the wicked do not harm him?(¹)

لا أحد يقول هذا!

No one would ever say such a thing!

فإن الناس ربما يعادون أو ينكرون الشيء الذي يجهلونه،

Indeed, people often oppose or denounce that which they are ignorant of—

يجهلون حكم ذلك الشيء، نعم،

ignorant of its Islamic ruling, yes—

وهذا في بادئ الأمر.

and this usually occurs at the outset.

ولكن مع الثبات والاستسلام لأمر الله والصبر،

However, through steadfastness, submission to the command of Allāh, and patience,

يدفع الله عز وجل شراً كثيراً،

Allāh, Mighty and Majestic, wards off much evil.

وتكون تلك المرأة أسوة وقدوة يُقتدى بها،

That woman becomes an example and a role model to be followed,

وربما تكون سبباً في هداية كثير من النساء،

and she may well be the cause of guiding many women,

وحبهن للدين، وارتدائهن الحجاب.

inspiring in them the love for religion and the wearing of the ḥijāb.

فعليها أن تكون مفتخرة بذلك،

Therefore, she must take pride in this,

مطمئنة القلب،

remaining tranquil at heart,

ولا يشكل شيء من ذلك.

and none of this should pose any problem.

هذا ليس من لباس الشهرة مادام أن ذلك يصونها،

This is not libās ash-shuhrah as long as it safeguards her,

ويحفظ لها جمالها،

and preserves her beauty,

ويحفظ لها عفتها،

and preserves her chastity,

ويجعلها بإذن الله عز وجل كالدرّة...

and renders her—by the permission of Allāh, Mighty and Majestic—like a pearl...

كالدرّة المصونة،

like a protected pearl,

الدرّة التي لا تمسها الأيدي المتنجسة.

a pearl untouched by impure hands.

والله المستعان.

And Allāh is the One whose help is sought.

(¹): A tighter example would be: If a woman lives in an area where people aren't used to women covering their hair, no one would agree that she must uncover it to avoid attracting attention. Here, it addresses the doubt of "attracting attention", whereas prayer does not. This is just to close doors on those under the influence of "following what is ambiguous", because the example of the sheikh works just fine for those who are "satisfied with just one evidence".
