What is the best method to learn a language?

I believe the best method depends on the learner.
A big hint is that it won't feel forced, and you won't feel like you're trying too hard, but actually enjoying the process.

The first step is building a vocabulary, and that's best done by consuming content you're interested in, otherwise your brain won't cooperate.

A basic vocabulary is necessary so your brain could start linking words in order to move on to the next step: expressing oneself, and that could be done at first by inserting Arabic words into your native language, and gradually switching to full Arabic.

It also helps communicating a lot with Arabic speakers, those you have things in common with, in order to have natural and engaging conversations.

And of course, very important: daily practice. It's common sense, by ironically easily missed.

That's my experience with languages, and as I said, the best method varies from one to another.
